Prowlapp.com is a service designed to send push notifications to iPhones and iPads from computers, scripts, servers, and third-party applications. It also exposes a public API that allows virtually any application to send notifications. It is "aged" and has not received major updates and new functions for some time. But it's not an unsolicited ads website, although it might be used as such by third party, sending push notification. Those can be easily declined per app configuration - as with any app using too many push notifications. I personally use it to receive push mails from my smarthome instance. It should be unblocked.
